Um edifício público, de grande importância e representatividade, a construir num dos locais mais nobres da cidade, impôs uma imagem de grande contenção expressiva e simplicidade volumétrica.
Um programa de espaços muito complexo e as condicionantes urbanísticas e ambientais resultaram numa planta em “U”, permitindo a ventilação natural de todos os espaços de trabalho e envolvendo um pátio ajardinado de ventilação que cobre dois pisos enterrados de estacionamento.
As faces dos volumes, viradas à grande Praça da Independência, são cegas pois estão expostas a uma orientação indesejável. No entanto todos os espaços de trabalho têm vista sobre o espaço público.
O edifício propõe um sistema único de ventilação híbrida e climatização, através de um sistema de condutas de ar que formam a fachada, protegendo simultaneamente as aberturas da insolação directa, e que recuperam de toda a massa estrutural, as frigorias necessárias à climatização durante uma grande parte das horas de trabalho. Estima-se em cerca de 50% a economia energética conseguida com o sistema adoptado.
A public building of great importance and representation, to be built in one of the noblest urban sites , required an image of great restriction in terms of expressive visibility and volumetric simplicity.
A very complex program of spaces and the conditioning urban and environmental factors resulted in a U shaped plan defining a garden courtyard that allows for natural ventilation to all working spaces and covers two storey’s of parking in a basement arrangement
The facades facing the great Praça da Independência are blind, to protect the building from the undesirable orientation and give the building a greater presence to the square. All working spaces have, nevertheless, a view over the public space.
The building proposes a unique hybrid ventilation and air conditioning system with the use of an air duct array forming all the vertical surfaces of the construction, simultaneously protecting the windows fro direct sun incidence, and recovering from the entire structural mass of the building all the necessary frigories for the air conditioning system for a major percentage of the total needed during the working hours. We estimate in about 50% the energy savings obtained with this system.
